A RESOLUTION APPROVING THE PURCHASE AND AUTHORIZING A CONTRACT WITH ACCELA SERVICES FOR THE PURPOSE OF COMPUTER SOFTWARE TO IMPLEMENT LAND AND LICENSING MANAGEMENT, ACCELA CITIZEN ACCESS (ACA) AND GIS TO TRACK THE CITY OF JONESBORO’S SITE PLAN PROJECTS AND LAND PARCELS AS PRICED IN CONTRACT NUMBER NCPA01-86.

WHEREAS, the City of Jonesboro, Arkansas has a need for software to track and maintain all site plan projects and land parcels for all city agencies; and,
WHEREAS, the total for the purchase of the Accela Program is $310,476.60 over 5 years which includes $121,500.00 to Bryne Software Technologies for the setup and implementation of the program, and $188,976.60 to Accela for the purchase of the software and 5 years of service fees; and,
WHEREAS, funding for the said services will be obtained from Engineering in Capital Improvements / Stormwater Utility Start Up account of 07-170-0752-01 and Planning Professional Services of 01-108-0217-00; and,
WHEREAS, the contract is exempt from the normal bidding process since Accela is covered by the NCPA Purchasing Cooperative that the City of Jonesboro is a member.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS THAT:
Section 1. The City of Jonesboro, Arkansas, shall execute a contract with Accela Services for the Annual Subscription of computer software and related services. A copy of said contract is attached as Exhibit A.
Section 2. The Mayor and City Clerk are hereby authorized to accept the contract from Accela Services.
