AN ORDINANCE TO CREATE THE JONESBORO OVERSIGHT INTEGRITY COUNCIL TO IDENTIFY, RESEARCH, INVESTIGATE, REVIEW, AND PRIORITIZE POTENTIAL FUTURE CAPTIAL IMPROVEMENTS OF A PUBLIC NATURE WITHIN THE CITY OF JONESBORO, ARKANSAS; AND PRESCRIBING OTHER MATTERS PERTAINING THERETO.

Body
WHEREAS, the City of Jonesboro, Arkansas (the “City”) is a city of the first class duly organized and existing under the laws of the State of Arkansas (the “State”); and

WHEREAS, the City Council of the City has determined that there is a need to develop capital improvements of a public nature (the “public improvements”) within the City to enhance the quality of life and to improve the health, safety, and welfare of the citizens of the City; and

WHEREAS, the City has identified the need for such public improvements in the following areas:  (a) the City’s Police and Fire departments; and (b) the arts, aquatics, beautification, libraries, museums, park facilities, recreational facilities, sidewalks, and trail systems; and

WHEREAS, the City Council has further determined that there is a need to create a committee of citizens to identify, research, investigate, review, and prioritize the public improvements; and

WHEREAS, the purpose of this Ordinance is to create the Jonesboro Oversight Integrity Council for the purposes described above.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, AS FOLLOWS:

Section 1.                     The City Council hereby creates the Jonesboro Oversight Integrity Council (the “Council”).

Section 2.                     The Council is charged with the responsibility of identifying, researching, investigating, reviewing, and prioritizing the potential future public improvements, subject to the final approval of the City Council, for the following purposes: the arts, aquatics, beautification, libraries, museums, park facilities, recreational facilities, sidewalks, and trail systems.

Section 3.                     The Council shall consist of nine (9) qualified electors of the City including two (2) members of the City Council and seven (7) additional persons.  In addition to the two (2) members appointed from the City Council, six (6) members of the Council shall be citizens of Jonesboro recommended by the mayor and approved by the City Council, and one (1) member of the Council shall be appointed as an at large member of the Committee, who shall be the chair of the Advertising and Promotion Committee. Each member of the Council will be appointed by the Mayor with the approval of the City Council. 

Section 4.                     The members of the Council shall receive no salary or other compensation for their services, however, the reasonable expenses of the Council shall be paid by the City.

Section 5.                     Each Member is appointed to serve on the Council for a term of three (3) years and is eligible for reappointment.  The Council shall establish such rules as may be appropriate for the operation of the Council and the conduct of its meetings including, but not limited to, the drawing for initial terms, selection of a Chairman and Secretary from among its members, developing procedures for project recommendation, scheduling and conducting regular meetings and updating the public on the status of projects.  The Council shall be charged with compiling and reporting its recommendations including identifying and prioritizing the proposed public improvements in the categories set forth in Section 2 of this Ordinance.
